Germany, Russia see goals align amid tension in Middle East

As the US and Iran teetered on the brink of war, the leaders of Germany and Russia made a plan to meet in Moscow. But a shifting balance in the Middle East could force Berlin to trust Moscow in the search for solutions.

Merkel and Putin may have been pushed apart by the Ukraine crisis but they are being brought closer "by the one-sidedness and unpredictability of US actions," Baunov told DW, pointing to US sanctions leveled at the Russian-German gas pipeline Nord Stream 2 last year, and US President Donald Trump's recent decision to kill Iranian General Qassem Soleimani.

The Russian Foreign Ministry condemned US actions against Soleimani as "reckless," while German Foreign Ministry spokesperson Rainer Breul said Berlin has not been privy to "information that would allow us to see that the US attack was based on international law."

Russian analysts have said that following US actions, Merkel and Putin now share the goal of preventing a further escalation of fighting in the Middle East.

Angela Merkel and Vladmir Putin push ahead with pipeline
The Russian and German leaders have confirmed that the controversial Nord Stream 2 pipeline will start operating, despite US sanctions. Merkel also announced that Berlin would soon host Libya ceasefire talks.

Germany's Merkel and Russia's Putin Meet to Discuss Middle East Tensions

Earlier in the week, the German leader’s spokesman described Russia as “indispensable when it comes to solving political conflicts” due to its status as a permanent member of the U.N. Security Council.

“Russia is an important player on the world stage, and as a permanent member of the (U.N.) Security Council it’s also indispensable when it comes to solving political conflicts,” Steffen Seibert, the chancellor’s spokesman, said earlier in the week while previewing the visit.

Germany is currently a non-permanent member of the Security Council.

Germany and Russia are among the world powers that have been trying to salvage the 2015 nuclear deal with Iran after the United States withdrew from the agreement unilaterally in 2018.

Trump doesn't want to go to war, he just wants to look tough, even if it puts US troops in danger
"For Trump, everything is political — even this profoundly dangerous escalation," Ned Price, a former National Security Council official under the Obama administration, told Insider.

It's an election year and Trump, a former reality TV star who's perpetually conscious of his public image, has already sought to use the deadly strike to raise money for his 2020 reelection campaign via Facebook ads, emails, and text messages. "ANOTHER dead terrorist," the subject line of one such email to supporters said, per ABC News.

"This operation wasn't a strategic or even a tactical maneuver; it was in large part a political act disguised as a military operation," Price said. "That's why it's not at all surprising that the Trump campaign has fundraised off the strike."

Echoing this perception, Hussein Ibish, a senior resident scholar at the Arab Gulf States Institute in Washington, told Insider, "Trump is a unique president insofar as he only does politics, and never policy ... He strikes me as someone who makes decisions based entirely on how he thinks something is going to look to his base on a 12-hour news cycle, if not less. So it's all, always politics, to the exclusion of policy altogether."

"Trump has made clear his interest in reducing the US military footprint in the Middle East. Thus, despite the attack on Soleimani, he likely would prefer to avoid escalation that led to a general war between the United States and Iran," Michael Horowitz, professor of political science and the interim director of Perry World House at the University of Pennsylvania, told Insider.

Horowitz added, "Similarly, Iran's leaders, while wanting to look tough in responding to the American attack on Soleimani, likely want to avoid a general war that would threaten the future of their regime, given American military power."

But, even after this week's deescalation, the parameters that nearly pushed the two countries over the edge are still in place. They may not be at war, but this historic standoff is far from over.

"This is entirely about domestic politics and how things look on TV to Trump's base and other Americans given the various muscle memory echoes it provokes," Ibish added

"Fighting between various groups that has been going on for hundreds of years. USA should never have been in Middle East," Trump said in a series of tweets in October. "The stupid endless wars, for us, are ending!"

Roughly three months later, Trump gave the order for a drone strike that took out Iran's most important military leader.
Trump has run out of options and is asking US allies for help with Iran, but they've already abandoned him
Though it was Trump's order to kill Iran's top general that pushed the country to the precipice of conflict with the US in the past week, the roots of the recent tensions can be traced back to his withdrawal from the 2015 Iran nuclear deal. Leaders in the UK and France, as well as NATO, have distanced themselves from Trump's killing of Maj. Gen. Qassem Soleimani.

"The US has a much weaker relationship with allies across the region and in Europe than we did before — and that's a real problem," Ian Bremmer, the president and founder of Eurasia Group, told Insider over the phone on Tuesday.

"The French should be with us. They're not," Bremmer added. "The Europeans aren't with us ... because we pulled out of the Iranian nuclear deal against all of their interests, by ourself, and that's what created all the escalation to begin with."
Trump's European allies leave him alone on the world stage as they hold crisis talks to salvage the Iran nuclear deal he called 'foolish'
  • European leaders will meet on Friday afternoon to hold discussions over how to salvage the Iran nuclear deal, in defiance of Trump's calls to abandon the 2015 agreement.
  • Trump, who in 2018 withdrew the United States from the Iran nuclear deal, said the "time has come" for other signatories to do the same, calling the agreement "foolish" in a phone call to UK Prime Minister Boris Johnson.
  • But European allies have brushed away Trump's calls to abandon the deal, including Britain and France.
The UK is abandoning its alliance with Trump as the United States 'withdraws from its leadership around the world'
Donald Trump's decision to assassinate Qassem Soleimani has triggered a major rupture between the United States and its historically closest ally in the United Kingdom.
In remarkably outspoken comments, UK Defence Secretary Ben Wallace said on Sunday that Trump's isolationist foreign policy stance meant the UK was now looking for alternative allies around the world.
"I worry if the United States withdraws from its leadership around the world," he told the Sunday Times.
He added: "The assumptions of 2010 that we were always going to be part of a US coalition is really just not where we are going to be."
GOP Sen. Mike Lee furious after an 'insulting' Senate briefing on Trump's Iran strike: 'The worst briefing ... on a military issue I've seen in 9 years'
  • Republican Sen. Mike Lee of Utah was furious on Wednesday after a Senate briefing on President Donald Trump's decision to order an airstrike that killed Iranian Maj. Gen. Qassem Soleimani.
  • Lee called it "probably the worst briefing, at least on a military issue, I've seen in nine years I've been here."
  • He said he "walked into that briefing undecided" on whether to support a war-powers resolution being pushed by Democratic Sen. Tim Kaine of Virginia. The resolution would limit the Trump administration's ability to take further military action against Iran without congressional authorization.
  • "That briefing is what changed my mind," Lee said. "I'm now going to support it."

Trump goes on Twitter tear as Pelosi readies articles of impeachment
  • President Donald Trump lambasted House Speaker Nancy Pelosi and the impeachment process in a Saturday morning Twitter barrage.
  • The president's missives follow the news on Friday that Pelosi is preparing to send the articles of impeachment against Trump to the Senate next week.
  • Trump also lashed out against the FBI, as well as critics of his decision to kill Iranian Maj. Gen. Qassem Soleimani.
  • The president falsely claimed Democrats had spent "the last 3 days defending" the Iranian general, echoing a sentiment from Republican Rep. Doug Collins of Georgia for which the congressman later apologized.
